On May 23, 2025, Saigon Newport Corporation (SNP) officially announced a new plan to mitigate congestion at Cat Lai Port in Ho Chi Minh City – the largest container port in Vietnam, handling nearly 50% of the country’s total container throughput.

Severe Congestion at Cat Lai Port
In recent days, prolonged congestion at Cat Lai Port has significantly impacted the supply chain and transport schedules of logistics companies. Containers are experiencing long wait times to enter and exit the port, while vessels are queuing offshore due to docking delays. SNP Announces Congestion Mitigation Measures
To alleviate pressure on container yards and improve operational efficiency, SNP has informed shipping lines of a new policy to limit container yard drop-off times for outbound shipments, effective from June 1, 2025, as follows:
1. For dry containers:
- Tan Cang Cat Lai (TCCL): only receives containers up to 3 days before the estimated time of arrival (ETA) of the vessel.
- Tan Cang Hiep Phuoc (TCHP) and Phuoc An Port (PAP): only receive containers up to 5 days before ETA.
2. For refrigerated containers:
- TCCL: only receives containers up to 1 day before ETA.
- TCHP and PAP: only receive containers up to 2 days before ETA.
